Try control panel and fonts. I used to know where there was a character map program (on windows 3.1 >_<)

Hell no. Windows 3.1 is WAAAAAAAAAAAAAAAAYYYYYYYYYYYYY different than XP/98. So different it's funny.

you must've remembered incorrectly, because 3.1 is a completely different interface compared to new windows. Accessing everything is infinently different. Nothing is the same.
As for your character map, wait'll someone smarter like neothe0ne answers.

Have you ever made a post, and KNEW what someone was gonna say, so went ahead and made another post before hand, then hit oreview and thought you saw their post there and posted again?

Yeah I have........Then got called a spammer for double posting. And once someone posted something in reguards to a post I had just made, then when I posted in reguards to his post, he had deleted his post, then reposted it after my post. So I have posted a response BEFORE that person posted his response to my first statment.

Then got called a "Fucking n00b". XD

its funny how easily people get pissed off. And how many retarded words they can come up with.
