Not many people do.  PSP is probably the easiest system, next to Dreamcast, to pirate for.

Well, you at least needed a CD burner and a boot disc (or Discjuggler) for the Dreamcast. All you need with the PSP is a USB cable, some minor hacking knowledge (knowing what motherboard you have, firmware versions, etc), and Bittorent.
