MSPaint has crappy GIF conversion, if you good a good or even decent program to compress it, then it turns out alright. And I believe GIFs can only have 256 colors, but I'm not sure, it may have changed with the Internet Mark II.

Yes I know Paints Gif conversion sucks. Hence I use GIMP's. It's good enough to make sure it stays the same quality, but much less in the size department.

hmmm during my RPG Maker time I tried PNG... it got me the exact same size as bmp O.O So I use only bmp and jpg, and for some rare occasions, gif XD
All you need is a good jpg converting program and you are done
My signature is a jpg 46k big
And yet, not the image quality

yeah, there's nothing wrong with jpegs that come from photoshop set to "high" quality (not even the file size). jpegs from paint, though ... i'll pass.

MS Paint is good for spriting, and not much else. Everything else I use Photoshop Elements for. (What does the Elements mean? What difference is there to it to normal Photoshop?)
