CJMErl: I get it, but only due to my VAST knowledge of the MegaMan games.  The kid the arrow points to is Shun (US name Sean), the main bad guy from MMBN2.  He disguises himself as the leader of the Gospel/Grave NetMafia and causes all sorts of trouble.  If it is indeed him, it would be his first appearance in the anime (The leader of Gospel/Grave in the anime turned out to be a robot built by Wily).
